Yes. A foreign company can hire employees in Mauritius legally and compliantly without incorporating a local subsidiary by using a Mauritius Employer of Record (EOR). The EOR’s registered Mauritius entity becomes the legal employer of record, managing all Workers’ Rights Act 2019 obligations, MRA PAYE registration and withholding, CSG employer and employee contributions, PRGF employer funding, HRDC levy, NSF deductions, and 13th-month bonus obligations on behalf of the foreign company. Africa Deployments Mauritius operates through Africa Deployments Ltd (BRN C19167158), a fully registered Mauritius company incorporated on 29 August 2019 under the Companies Act 2001.
Foreign employers hiring in Mauritius must comply with the Workers’ Rights Act 2019 (Act No. 20 of 2019), which governs employment contracts, working hours, leave entitlements, notice periods, PRGF, and the 13th-month bonus; the End of Year Gratuity Act 2001; the Revenue Act and MRA PAYE regulations via e-services; the Contribution Sociale Generalisee rules (CSG, replacing NPF since September 2020); the Human Resource Development Act (HRDC training levy); the National Savings Fund Act (NSF); the Data Protection Act 2017; the Immigration Act and EDB Occupation Permit regulations for foreign nationals; and the Companies Act 2001 for local entity obligations. Africa Deployments Mauritius manages full compliance with all applicable Mauritius employment and regulatory legislation.
Africa Deployments Mauritius can hire and onboard a new employee in Mauritius in as little as 48 hours. This includes drafting a Workers’ Rights Act 2019-compliant employment contract in English or French, completing MRA PAYE and CSG employee registration via e-services, activating PRGF and HRDC records, and processing the first payroll in MUR. No CBRD company registration, MRA employer number, or social contribution scheme waiting period is required, because Africa Deployments Ltd (BRN C19167158) has been registered and operational in Mauritius since August 2019.
In addition to the employee’s gross salary, a Mauritius employer must budget for the following mandatory employer statutory costs: CSG at 3% of basic salary for employees earning up to MUR 50,000 per month (6% for those earning above MUR 50,000); PRGF at 4.5% of basic salary for employees earning up to MUR 200,000 per month; HRDC training levy at 1.5% of basic monthly wages; mandatory 13th-month end-of-year bonus equivalent to one-twelfth of annual earnings; and annual salary compensation of MUR 635 per month in 2026 for employees earning up to MUR 50,000. NSF is employee-funded only (2.5%, capped at MUR 608 per month), with no employer counterpart. Africa Deployments Mauritius calculates and manages all employer cost obligations for every hired employee.
The Contribution Sociale Generalisee (CSG) is Mauritius’s national social security scheme, introduced in September 2020, replacing the former National Pensions Fund (NPF). All employers hiring in Mauritius must contribute CSG monthly alongside the employee’s contribution. For employees earning a monthly basic salary up to MUR 50,000, the employer contributes 3% and the employee contributes 1.5%. For employees earning above MUR 50,000, the employer contributes 6% and the employee contributes 3%, applied to the full salary. CSG is remitted to the MRA monthly via e-services alongside the PAYE return. Africa Deployments Mauritius calculates, deducts, and remits all CSG contributions as part of the standard monthly payroll process.
