What is an EOR in Mauritius?

An EOR in Mauritius (Employer of Record Mauritius) is a legally registered company that employs workers on behalf of a foreign business under Mauritius law. The EOR manages all Workers’ Rights Act 2019-compliant employment contracts, MRA PAYE withholding and e-services remittance, Contribution Sociale Generalisee (CSG) employer and employee contributions, Portable Retirement Gratuity Fund (PRGF) employer funding at 4.5%, HRDC training levy at 1.5%, NSF employee deductions, mandatory 13th-month bonus obligations under the End of Year Gratuity Act 2001, and Industrial Court compliance, while the client company directs the employee’s day-to-day work without needing a local CBRD-registered entity in Mauritius.

An EOR in Mauritius enters into a service agreement with the client company, then employs the designated employees directly through its own registered legal entity. Africa Deployments Ltd (BRN C19167158) manages the full employment relationship, including Workers’ Rights Act 2019-compliant contracts, MRA PAYE and CSG registration, payroll in Mauritian Rupee (MUR), PRGF and HRDC monthly remittance, 13th-month bonus accrual, statutory leave administration, and Industrial Court-aligned termination procedures, while the client company retains full operational control of the employee’s work.

Establishing a local entity in Mauritius requires incorporation with the Corporate and Business Registration Department (CBRD), MRA employer registration, CSG scheme enrolment, PRGF and HRDC registration, and a physical registered office address, typically involving professional fees and a setup timeline of six to twelve weeks before the entity is fully operational. EOR with Africa Deployments Mauritius eliminates all of this. Africa Deployments Ltd (BRN C19167158) has been CBRD-registered and MRA-active since August 2019, enabling compliant hiring in Mauritius to begin within 48 hours at zero setup cost on your side.

Startups testing the Mauritius market, NGOs and international development organisations deploying project teams, multinationals establishing their African regional headquarters or holding structures in Mauritius, technology companies and BPO operators building remote teams in Ebene CyberCity, financial services firms requiring a compliant employment base in the Indian Ocean region, and renewable energy and infrastructure companies deploying project specialists all benefit from EOR Mauritius services. Any company that needs to hire compliantly in Mauritius without the time or cost of CBRD incorporation is an ideal EOR client.

Yes. As the registered legal employer in Mauritius, Africa Deployments Ltd assumes full administrative employer responsibility for Workers’ Rights Act 2019 and End of Year Gratuity Act 2001 compliance, including employment contract validity, MRA PAYE and CSG contribution filings, PRGF and HRDC monthly remittance, NSF deduction processing, mandatory 13th-month bonus obligations, statutory leave entitlements, and Industrial Court-aligned termination procedures. The client company is protected from direct employment liability in Mauritius.

Yes. Africa Deployments Mauritius manages full EOR payroll in Mauritian Rupee (MUR), calculating gross-to-net salaries, applying MRA PAYE using the current tax tables (0% on annual income up to MUR 500,000; 10% on MUR 500,001 to MUR 1,000,000; 20% above MUR 1,000,000, effective from 1 July 2025), deducting and remitting CSG at 3% employer and 1.5% employee (for salaries up to MUR 50,000) or 6% employer and 3% employee (for salaries above MUR 50,000), PRGF at 4.5% employer, HRDC training levy at 1.5% employer, and NSF employee deductions at 2.5% (capped at MUR 608 per month), all via the MRA e-services portal, correctly disbursed to employees and the MRA on your behalf.

EOR Mauritius providers must comply with the Workers’ Rights Act 2019 (Act No. 20 of 2019), which governs employment contracts, working hours, leave entitlements, notice periods, the PRGF, and the 13th-month bonus; the End of Year Gratuity Act 2001 (mandatory bonus framework); the Human Resource Development Act (HRDC training levy); the National Savings Fund Act (NSF); the Revenue Act and MRA regulations (PAYE, CSG); the Data Protection Act 2017 (employee personal data); and the Immigration Act (work authorisations administered by the Economic Development Board). All Industrial Court decisions interpreting the Workers’ Rights Act 2019 also bind registered employers in Mauritius. Africa Deployments Mauritius’s in-country legal team maintains full compliance with all applicable Mauritius employment legislation.

Africa Deployments Mauritius typically onboards employees within 48 hours of engagement initiation. This includes drafting Workers’ Rights Act 2019-compliant employment contracts in English or bilingual English and French, completing MRA PAYE and CSG employee registration, activating PRGF and HRDC records, configuring payroll in MUR, and setting up NSF deductions. No CBRD entity setup, MRA employer registration, or statutory scheme waiting period is required, because Africa Deployments Ltd (BRN C19167158) has been CBRD-registered and MRA-active in Mauritius since August 2019.

Yes. Fixed-term employment contracts are permitted under the Workers’ Rights Act 2019 in Mauritius where the nature of the work is genuinely temporary or project-based. The contract must specify its duration, the nature of the work, and any renewal or non-renewal terms. A succession of fixed-term contracts used to avoid conferring indefinite employment status may, over time, be treated by the Industrial Court as constituting a contract of indefinite duration. Africa Deployments Mauritius advises on appropriate contract structure and manages all fixed-term employment arrangements in full compliance with the Workers’ Rights Act 2019.

Yes. Africa Deployments Mauritius operates through Africa Deployments Ltd, a private company incorporated in the Republic of Mauritius on 29 August 2019 under the Companies Act 2001 (Business Registration Number: C19167158, VAT Registration Number: 27738392), registered by the Corporate and Business Registration Department (CBRD). Africa Deployments Ltd is the parent company of the entire Africa Deployments group, physically present in Mauritius, MRA-active, and directly accountable under Mauritius law. It is not an agent, broker, or intermediary.

Financial services and banking, information and communication technology (ICT), Business Process Outsourcing (BPO), global business services, renewable energy, tourism and hospitality, professional services, healthcare, mining and extractives regional offices, NGOs and international development organisations, and multinational corporations establishing their African regional headquarters or holding structures in Mauritius are the primary sectors using EOR Mauritius services.

For most professional roles, a ProPass Occupation Permit (minimum MUR 30,000 per month, valid for 10 years) or an Expert Pass Occupation Permit (minimum MUR 250,000 per month, valid for 10 years) is required. Young Professional Occupation Permits (minimum MUR 25,000 per month, 3-year validity) apply to graduates of Mauritius institutions. Standard Occupation Permits are typically processed by the EDB within two to four weeks. Africa Deployments Mauritius manages the full EDB application and renewal process as the registered Mauritius employer sponsor.

Enhanced supplementary benefits including private health insurance and pension top-ups are scoped separately based on client requirements.

Yes. Hiring remote employees in Mauritius through Africa Deployments Mauritius as EOR is fully legal and compliant under the Workers’ Rights Act 2019. The EOR provides the formal employment structure, including MRA PAYE and CSG registration, PRGF and HRDC activation, and all statutory obligations, that makes remote employment legally valid under Mauritius law, regardless of where the client company is headquartered or where in Mauritius the employee works.

Africa Deployments Mauritius calculates and withholds PAYE income tax from all employee salaries using the MRA tax tables. Effective from 1 July 2025, Mauritius simplified its personal income tax to three rates: 0% on annual chargeable income up to MUR 500,000; 10% on income between MUR 500,001 and MUR 1,000,000; and 20% on income above MUR 1,000,000. The monthly exempt threshold is MUR 38,462. An additional Fair Share Contribution of 15% applies to income above MUR 12,000,000. PAYE is deducted monthly and remitted to the MRA via e-services. Africa Deployments Mauritius issues annual income statements to employees for MRA filing purposes.

The Contribution Sociale Generalisee (CSG), introduced in September 2020 to replace the former National Pensions Fund (NPF), applies to all Mauritius employees. For employees earning a monthly basic salary of MUR 50,000 or below, the employer contributes 3% and the employee contributes 1.5% of basic salary. For employees earning above MUR 50,000 per month, the employer contributes 6% and the employee contributes 3%, applied to the full salary. CSG is remitted to the MRA monthly alongside the PAYE return. Africa Deployments Mauritius calculates, deducts, and remits all CSG contributions for every employee under the EOR arrangement.

The Portable Retirement Gratuity Fund (PRGF), introduced under the Workers’ Rights Act 2019, replaced the pre-2019 severance allowance system for most workers in Mauritius. Employers contribute 4.5% of each employee’s monthly basic salary to the PRGF, administered by the Mauritius Revenue Authority. The accumulated PRGF balance belongs to the employee, is portable between employers, and is paid out on termination in addition to any statutory severance payable in cases of unjustified dismissal (three months’ remuneration per year of service). There is no PRGF employer contribution for employees whose monthly basic salary exceeds MUR 200,000. Africa Deployments Mauritius manages all PRGF obligations as part of the standard EOR arrangement.

The Human Resource Development Council (HRDC) training levy is a mandatory employer contribution of 1.5% of basic monthly wages, payable under the Human Resource Development Act. The levy funds national workforce training programmes and is refundable through HRDC-approved training claims. HRDC is remitted to the MRA monthly alongside PAYE and CSG. As the registered employer, Africa Deployments Ltd (BRN C19167158) pays the HRDC levy for every employee under the EOR arrangement and can advise clients on HRDC training grant recovery opportunities.

The National Savings Fund (NSF) is an employee-funded savings scheme that provides a lump-sum benefit to the employee on retirement or death. Employees contribute 2.5% of their monthly basic salary to the NSF, with the contribution capped at MUR 608 per month. NSF is an employee-side deduction only, with no corresponding employer contribution. It is withheld by the employer and remitted to the MRA monthly. Africa Deployments Mauritius calculates, withholds, and remits NSF contributions for every employee as part of the standard monthly EOR payroll.

Under the Workers’ Rights Act 2019, the standard working week in Mauritius is 45 hours, spread over five or six working days with a daily maximum of 10 hours including breaks. Every employee is entitled to a minimum continuous weekly rest period of 24 hours, typically on Sunday. Managerial and supervisory staff earning above MUR 600,000 per year are excluded from the daily and weekly hour limits. Overtime beyond 45 hours must be compensated at 1.5 times the ordinary hourly rate for weekday and rest-day hours, and at 2 times (with a substitute rest day) for public holiday work, or at 3 times for overtime beyond normal hours on a public holiday. Africa Deployments Mauritius manages working time and overtime compliance for all employees under the EOR arrangement.

Under the Workers’ Rights Act 2019, employees in Mauritius with at least 12 consecutive months of continuous service are entitled to 22 working days of paid annual leave per year (comprising 20 days of ordinary leave and 2 additional days). Leave accrues from the first day of service and is pro-rated for partial years. Up to 10 days of unused leave may be carried forward or encashed at the employee’s option. Unused annual leave at termination must be settled in the final payroll. Africa Deployments Mauritius manages annual leave accrual, tracking, and terminal pay for every employee under the EOR arrangement.

Following amendments to the Workers’ Rights Act 2019 effective from 7 June 2024, maternity leave in Mauritius is 16 consecutive weeks of fully paid leave (18 weeks for multiple or premature births), funded entirely by the employer, plus a MUR 3,000 maternity allowance payable on presentation of the birth certificate. Paternity leave is 4 consecutive calendar weeks of fully paid leave, extended from 5 working days by the same June 2024 amendment. Both entitlements require 12 months of continuous service with the same employer and are funded in full by Africa Deployments Ltd as the registered employer under the EOR arrangement.

Yes. The end-of-year bonus is mandatory in Mauritius for all employees under the Workers’ Rights Act 2019 and the End of Year Gratuity Act 2001. Employees with at least one full calendar year of continuous service are entitled to a bonus equal to one-twelfth of their annual earnings, pro-rated for shorter periods. At least 75% of the bonus must be paid no later than five clear working days before 25 December, with the balance due by the last working day of the year. The bonus is subject to MRA PAYE and CSG. Africa Deployments Mauritius accrues the 13th-month obligation throughout the year and manages disbursement, withholding, and MRA reporting within the statutory deadlines.

The Workers’ Rights Act 2019 sets a statutory minimum notice period of 30 calendar days for all employees in Mauritius, applicable to both employer and employee, payable in lieu of working the notice if either party prefers immediate separation. Longer notice periods may be agreed in the employment contract for senior or professional roles but cannot be reduced below 30 calendar days except under a validly framed probationary arrangement. Notice runs on calendar days, including weekends and the 15 gazetted public holidays. Africa Deployments Mauritius manages all notice period obligations and coordinates the full offboarding process for every employee.

Statutory severance in Mauritius applies in cases of unjustified dismissal or redundancy under the Workers’ Rights Act 2019. In cases of unjustified dismissal found by the Industrial Court, the employer must pay three months’ remuneration per year of continuous service. In cases of collective redundancy (Reduction of Workforce), the employee receives three months’ remuneration per year of service from the employer, plus the full accumulated PRGF balance. Severance is calculated on basic salary plus regular contractual allowances averaged over the last 12 months. Africa Deployments Mauritius manages severance calculations, PRGF final settlement, and Redundancy Board notification as part of the full EOR offboarding service.

The national minimum wage in Mauritius is MUR 17,110 per month with effect from 1 January 2025, applicable across all sectors. A statutory salary compensation of MUR 635 per month is additionally payable in 2026 to all employees earning up to MUR 50,000 per month, bringing the effective monthly floor to MUR 17,745. Both the minimum wage and the salary compensation are subject to MRA PAYE and CSG. Africa Deployments Mauritius ensures all employment contracts and payroll runs comply with the current minimum wage and the gazetted salary compensation for each applicable year.

The Industrial Court is Mauritius’s specialist tribunal for all employment and labour disputes, established under the Industrial Relations Act 1973. It has exclusive jurisdiction over unjustified dismissal claims, wrongful termination claims, breach of employment contract, and enforcement of statutory rights under the Workers’ Rights Act 2019. Unjustified dismissal findings can result in compensation orders of up to three months’ remuneration per year of service against the employer. Africa Deployments Mauritius, as the registered legal employer, aligns all employment contracts, disciplinary procedures, and termination processes with Industrial Court requirements and published case law, protecting clients from employment litigation in Mauritius.

Yes. Africa Deployments Ltd (BRN C19167158), as a registered Mauritius employer, can act as the sponsoring employer for Occupation Permit applications through the Economic Development Board (EDB) e-Immigration portal. This means a foreign national can begin working in Mauritius under an EOR arrangement without the client company establishing its own Mauritius entity. Africa Deployments Mauritius prepares and submits EDB files for ProPass (minimum MUR 30,000 per month, 10-year validity), Expert Pass (minimum MUR 250,000 per month, 10-year validity), and Young Professional Occupation Permit applications, coordinating all documentation, medical certificates, police records, and renewal submissions.

Yes. The Data Protection Act 2017 governs the collection, processing, storage, and transfer of personal data in Mauritius, including all employee personal data processed under an EOR arrangement, such as payroll records, national identity card details, MRA tax account numbers, bank account details, and employment histories. The Data Protection Act 2017 is administered by the Data Protection Commissioner, and organisations processing personal data in Mauritius must comply with its lawful basis, purpose limitation, data minimisation, and security principles. Africa Deployments Ltd acts as a data processor under the Data Protection Act 2017 for all employee data processed in connection with the EOR arrangement.

Africa Deployments Mauritius operates through Africa Deployments Ltd (BRN C19167158), its own registered legal entity in the Republic of Mauritius since 29 August 2019, not through agents, brokers, or a remote platform.
